How to add this widget to Your Blog?
Just go to 'Posting' tab in Blogger.Select 'Edit Pages'.Click on 'NEW PAGE' button (How to Create Static Pages in Blogger).Give page a title like 'Table of Contents' or 'Sitemap'.Insert below code in 'Edit HTML' tab of your post.

Hi dear,is it work for wordpress?I was not sure,had tried your tips,copying js file into my server and created a page but it won't show any table of content.Any advice will be highly appreciated.Thanks.

In WordPress, You can use Table of Content Plugins. Just search on add new plugins page about Table of Content plugin, for example Table of Contents Creator.
